AQL sampling (ANSI/ASQ Z1.4) explained for importers

Every professional inspection report you will ever read leans on one idea: you do not need to check every unit in a shipment to make a sound decision about the whole lot. AQL (the Acceptable Quality Limit) is the statistical machinery that makes that possible, and ANSI/ASQ Z1.4 is the standard table system used by the major inspection firms worldwide, including on Verifra inspections.
The core idea
Suppose 5,000 units are packed and ready to ship. Checking all 5,000 would take days and cost more than the problems it prevents. Instead, the standard tells the inspector to pull a random sample of a size determined by the lot size and the chosen inspection level: for 5,000 units at general inspection level II, that is 200 units.
The inspector examines those 200 units and classifies every defect found:
- Critical defects: could harm a user or breach regulations. The usual AQL for critical defects is 0: one found, and the lot fails.
- Major defects: a customer would likely reject the product. A common consumer-goods AQL is 2.5.
- Minor defects: noticeable but unlikely to cause a return. A common AQL is 4.0.
For each class, the Z1.4 tables give an accept/reject pair. At AQL 2.5 with a sample of 200, the lot passes with up to 10 major defects and fails at 11. Those numbers are not opinions: they come straight from the tables, agreed before the inspection starts.
What AQL is not
An AQL of 2.5 does not mean "2.5% of your goods will be defective". It is a statistical quality limit for the process that produced the lot: lots at or better than that quality level will almost always pass; worse lots will usually fail. Sampling is a confidence instrument, not a count of every defect in the container.
It also matters that AQL describes your tolerance, not the inspector's judgement. You declare the limits that fit your market: a medical-adjacent product might demand 0/1.0/2.5 where a promotional giveaway might accept 2.5/6.5. The inspector reports observed facts against the limits you declared.
Choosing limits that fit your product
Three practical rules:
- Set critical to zero. There is no shipment worth a safety incident.
- Match major to your customer's patience. Selling on quality? Tighten to 1.5 or 1.0. Competing on price? 2.5 is the widely used default.
- Do not obsess over minor. Minor defects rarely drive returns; 4.0 is a sensible starting point for most consumer goods.
Write the limits into your purchase order alongside the defect definitions. The best inspections are boring because everything was agreed in advance.
